Contract Manager/Procurement Engineer – with French

Blue Projects is currently seeking a dynamic and experienced professional to join our team as a Contract Manager/Procurement Engineer in our Bucharest office.


  • Bachelor’s Degree (Engineering/Technical)
  • Very good English and French knowledge both verbal and written
  • Very good PC skills: Microsoft Office, Word, Excel, Power Point, Outlook
  • Minim 2-3 years of civil contract administration/ project administration or similar
  • Willing to travel abroad and/or relocate Project based – would be a plus
  • Minim 3 years’ experience on similar position or procurement background
  • Previous exposure to large engineering and construction projects represent advantage

1 – Contract management·

  • Experienced in Tender Management: Demonstrated experience in managing the entire tender process.
  • Construction/Civil Works Projects: Previous involvement in construction projects or civil works projects.
  • Drafting Contracts: Proven experience in drafting and negotiating contracts.
  • Administration of the Project Contracts
  • Language Proficiency: Proficient in both French and English.
  • Excel Skills: Experience in utilizing Excel for data analysis, including pivots, charts, filters, and IF conditions.

Nice to Have:

  • Availability to Relocate: Willingness and flexibility to relocate as needed.
  • FIDIC Experience: Familiarity with FIDIC contracts.
  • Engineering Background: Educational or professional background in engineering.
  • Contracts Administration including Payments management as defined by specific contracts
  • Maintaining relationships with multiple interfaces (management, client, vendors)

2 – Project Controls

  • Participate to all project meetings and keeping minutes of meetings, action list
  • Implementation and monitoring of the project controls procedures
  • Working in strict co-operation with the Project Manager to ensure project progress status integration
  • Identifies opportunities and implements actions to achieve efficiency of the whole project team
  • Collecting, organizing and maintaining documents, adhering to the company’s document lifecycle procedures and maintain project controls registers for the project
  • Manage the approval communication process of the various project documents

3 – Document Controlling

  • Ensuring that the project documents issued by the various project team members comply with

the project numbering system, keeping historical records of all project documentation and achieving such on the Project sharepoint.

  • Controlling all aspects of project documentation on multiple simultaneous projects, utilizing various control methods/systems
  • Registering project documentation in accordance with company procedure
  • Collecting, organizing and maintaining documents, adhering to the company’s document lifecycle procedures
  • Conducting regular review audits to ensure information on all records is accurate and up to date.
  • Archiving inactive records in accordance with the records retention schedule
  • Assisting with file migrations and audits, and perform administrative tasks as needed
